In 2016, Jacobs formed a Joint Venture with Costain to deliver an end to end Highways Service for East Sussex County Council. This 7-year project includes maintenance of all aspects of the Highway. One of their most recent projects was remedial works on the A22 and Rennicks UK provided their Virtual Journey Time technology to assist motorists during this time.

The pavement structure on the A22 London Road, a strategic route running through East Sussex, showed signs of an underlying problem within the subbase layer / subgrade. As a result, the decision was made to reconstruct the pavement using the insitu-recycling process, which required a night road closure for the works to be completed, with a diversion of approximately 20 miles. With the reconstruction works taking place on a road which sees an estimated 20,000 vehicle movements per day, it was important to communicate effectively with road users so they were aware of the impact the diversions would have on their journey. This is where traffic technology company Rennicks UK came in, with their innovative journey time technology.

The Rennicks Virtual Journey Time System (RVJTS) makes use of crowd sourced journey time data to provide live, accurate information to road users to help improve the experience for motorists and to minimise disruption. Two months prior to the start of the works, the East Sussex Highways Joint Venture used the Rennicks Virtual Journey Time System to monitor the traffic flows before the works started. This provided a clearer understanding of the route and the impact the diversions would have on journey time for the motorists.

Anthony Peall, Senior Technical Engineer at Jacobs said, “Due to the significant traffic flows and the need to have three and four-way traffic lights in place, the concept of the Rennicks Virtual Journey Time System proved to be invaluable.”

Using an Advantage 4280 mobile VMS, East Sussex Highways were able to display live journey time messages on the road network, easily read from a distance by oncoming traffic. The ability to programme the VMS remotely provided them with up-to-date, accurate journey times, and the position of the VMS units allowed drivers to use this information and seek alternative routes should they wish.

Anthony added, “Using the Rennicks Virtual Journey Time System enabled the monitoring of a very busy strategic route without the need for the installation of hardware. An added benefit was having the capability to update the travelling public remotely. The live data also enabled the phasing of the traffic lights to be altered during peak hours.”

Whilst the system has clear benefits for the Joint Venture responsible for the maintenance work on the A22, the advantages are important for motorists too. Dale Stevenson, Business Development Manager at Rennicks said, “Rennicks is delighted to have supported East Sussex Highways on this scheme providing journey time information for use by both the Council and motorists using the route during the works. Keeping drivers informed has significant advantages from a road safety perspective, as it enables them to adapt their route to reduce delays and have a less stressful journey as a result.”

By collaborating with their chosen Traffic Management company, Rennicks also helped East Sussex County Council to identify significant savings on the traffic management of this project and reduce the amount of complaints received from the general public, who had been informed of the delays and road closures throughout the period of this scheme.

A very successful Traffic Management effort managed and supported throughout by all involved, utilising the Rennicks Virtual Journey Time System.
